
The Berlin International Crisis Simulation (BICS) is a student-run academic Crisis Simulation conference organized by the Hertie School United Nations Society (HUNS) and hosted at the Hertie School of Governance in Berlin.
Our aim is to give highly qualified delegates from various universities a one of a kind experience to rewrite history, confront the present and shape the future.
A crisis simulation is an advanced Model United Nations (MUN) environment in which delegates participate not just as a state, but also as civil society and private sector actors. Typically, committees consist of nation-state cabinets, intergovernmental organizations (NATO, OCSE, UNSC) set in the past, present or future. These committees are much more interactive than traditional MUN committee.
Though the committees tend to start with preset topics, several crises will quickly switch the delegates’ attention to real-time emergencies requiring rapid and effective solutions. These should be provided through internal, as well as external forces. By internal we refer to debates and negotiations within the committees, while external forces are those that participants can themselves influence through creating “outside” occurrences, thus designing a highly dynamic and unpredictable environment.
Delegates will be afforded director-type control over their position’s office. They are expected to communicate with home governments and issue orders to subordinates. This type of crisis environment will test ones skills in all areas of political and personal leadership, from policy knowledge to personal relations with others. Throughout the conference, this two-way communication will be facilitated by our skilled and devoted conference staff through the delivery of and response to home government notes, news items, evaluation of a delegate’s performance, etc. Our staff are hard at work, developing realistic and pertinent crises of the 21st century to make your experience at BICS an unforgettable one.
