The Executive Master of Public Management (EMPM) programme is aimed at experienced professionals from the private, the public and the non-profit sector. The EMPM provides the qualifications needed for the modernization of public administration and for better cooperation between government, business and civil society. Professionals acquire additional qualifications in management, make contacts with participants from other sectors and profit from the experience of an international team of teachers from academia, the public sector and the business world.

Participants in the EMPM programme choose an individual area of concentration and can either study full-time over a period of one year or complete the programme over a period of two years if they wish to study part-time while working.

Prospective students must have at least two years' professional work experience. Most participants hold a degree in economics, law or political sciences, but also biologists, physicists or anthropologists are amongst the EMPM students.

The EMPM is an accredited programme and a joint degree of the Hertie School of Governance and the University of Potsdam. It is implemented under the administrative lead of the Hertie School, with all courses taking place at the Friedrichstraße campus in the heart of Berlin.

Applications for the coming academic year (starting in September 2010) are now being accepted until 1 April 2010 via the EMPM application form. Late applications are possible until 1 May 2010. We recommend candidates to submit their applications by the 1st deadline, especially if the candidate applies for a reduction of the tuition fees. Public Management Certificates and Open Seminars

Selected seminars of the EMPM are also open to experienced professionals who wish to deepen and extend their public management competence. By attending a series of four seminars, participants can also obtain a certificate, thus allowing a real specialisation. More...
 


EMPM Participants

45 participants are currently enrolled in the EMPM programme. The great majority of students participates in the two-year programme, which allows them to study while working.

Some participants travel to the courses from places as far as Manila (Philippines), Phnom Penh (Cambodia), Jerusalem (Israel), Warsaw (Poland), Budapest (Hungary), Lyon (France), Aarau (Switzerland), Brussels (Belgium) and Rome (Italy).

Following a framework agreement between the German federal government and the Hertie School of Governance, each year 10 participants are officials of the German federal ministries as well as the German Bundestag. The other participants work in Länder administration, foreign administration, international institutions and European organisations, the private sector, or non-governmental organisations. Just as varied is the participants' academic background, extending from political sciences via law and economics to Islamic studies, biology or physics.
