The Hertie School of Governance and the University of Potsdam offer an international executive master’s programme that provides qualifications needed for the modernisation of public administration and for the cooperation between the public, the private and the non-profit sector: the Executive Master of Public Management (EMPM). All courses are held in English and in the heart of Berlin. 

The EMPM is a fully accredited programme (ACQUIN) designed for experienced professionals with work experience in any OECD country. Participants work in national and regional administrations as well as in international organisations, NGOs and the private sector. Their academic backgrounds range from law, social sciences and economics to the natural sciences and other fields. On average, participants are 36 years of age and have 9 years of work experience.

The curriculum is flexible in terms of time and content: the programme can be completed either full-time in one year or part-time parallel to the participant’s regular work over a period of two years (in total, 46 days of attendance are required). Specialisations are possible in the fields of Leadership and Management, Financial Management and Methods, and Intersectoral Management. 

Strong co-operations support the programme: Following a framework agreement with the German Federal Ministry of the Interior, 30 officials from German Federal Ministries have participated since 2008. Cooperation agreements with Copenhagen Business School (CBS), ESCP Europe, University of Bern and the Centre for Social Investment at the University of Heidelberg allow EMPM students to attend courses at these schools and vice versa. KPMG supports the EMPM with an endowed professorship.

The EMPM faculty consists of full professors of the Hertie School of Governance, the University of Potsdam as well as from partner universities in Germany and abroad (London School of Economics, SciencesPo, St. Gallen University, etc.). Experienced practitioners also contribute to the teaching in the EMPM.

Application deadlines for the programme starting in September 2012 are  15 March 2012 (first deadline, deadline for scholarship applications) and 15 May 2012. Late applications will be accepted on a rolling basis after the second deadline and qualified candidates will be admitted according to space-availability. Candidates can apply via the online application form. A limited number of scholarships (full/partial tuition waivers) for especially qualified candidates is available.
