European and Transnational Governance Network

Who we are

The ETGN is a training and development partnership among seven prestigious European academic and research institutions, offering transnational perspectives on governance issues of the 21st century: 

Founded in 2018, the ETGN consortium shares knowledge and competences by regular online and in-person meetings, and delivers collaborative executive education including a Summer School for policy professionals. The ETGN also provides the participants with the opportunity to receive the Executive Certificate in European and Transnational Governance.

What we offer

  • The ETGN executive education training courses transfer knowledge and competences from the classroom to the workplace and address both current and future transnational policy challenges.
  • The ETGN's joint executive education equips participants with the relevant skills and networking experience that will positively impact their long-term career performance while also providing benefits to society-at-large.

Our mission

The mission of the ETGN is to provide professionals with a unique opportunity to deepen and extend their knowledge and competences in the area of public policy innovation in relation to European and transnational governance. Therefore, the ETGN develops innovative, interactive and impactful executive education training initiatives, leveraging the comparative advantages of the academic curricula of the participating institutions. The training courses have a strong orientation towards civic service to include civil society and private sector organisations across the world. 

Our guiding principles

  • The recognition and understanding that 21st century policymaking crosses national boundaries, involving domestic and public institutions in an increasingly interconnected and interdependent world where public actors must successfully interact with civil society organisations and private sector entities;
  • Commitment to a consistent proven track record of excellence in European and transnational governance research, education and policy dialogue;
  • A foundation and rigour in both social and human sciences, which provides the broader analytical skills to understand world interdependencies in order to successfully address social challenges, via well-designed and broadly evaluated policy interventions;
  • A transnational knowledge emphasis that enables an understanding of the linkage between evidence-based policymaking, which continuously drives professional learning and skills development.

What is it?

  • A joint certificate awarded by all ETGN partners
  • An opportunity to learn at three European academic and research institutions at discounted prices (Please reach out to us for further specifics on the ETGN discounts that can be applied to Hertie courses offered as part of the certificate.).
  • A way to expand your network, substantive knowledge, and professional skills in stimulating international environments.

What are the conditions?

  • Participants wishing to receive the certificate need to complete 3 executive courses across three partner institutions within a maximum period of 2 years.

  • The study plan presented by applicants will be reviewed by the partner members and assessed on the basis of feasibility, coherence, and duration (number of contact learning hours).

One of the following Hertie School executive training courses can be taken as part of the ETGN certificate programme.

How to apply

Applicants are kindly requested to fill in the ETGN Certificate Application Form, indicating their intended study plan and motivation. They should then send the form to the institute organising the first training course on their study plan.

If you wish to start your learning journey at the Hertie School, please send your study plan to: executive[at]hertie-school[dot]org.

Should your first seminar be organised by one of our ETGN partner institutions, please follow instructions on their respective websites (listed below) to submit your study plan.

The ETGN Scholarship Scheme

A scholarship scheme is made available by the network partners to support the participation of individuals interested in receiving the Joint Certificate. Scholarships are competitive awards based on academic excellence, personal suitability and motivation. For those interested in applying for the scholarship team, please contact our Executive Education team. Scholarship decisions are made on a rolling basis and applicants will be asked to submit a short motivation letter (max 0.5 pages) in addition to their application for the course.
