How to successfully implement digital projects in the public sector?

In a joint study titled "Mission Progress: From Lighthouse Project to Digital Sea of Lights," researchers at the Centre for Digital Governance, and McKinsey & Company have uncovered six factors to make digital projects a success.  

Agile and swiftly implemented successful projects can function as catalysts, accelerating progress, and thus achieving real benefits for the state, citizens as well as businesses. To this end, it is important that projects worthy of implementation are identified as such and adequately organised. In order to achieve comprehensive and sustainable successes in government digitalisation, many different projects are required, irrespective of their personnel or financial resources. Those should be implemented quickly, in large numbers, and in a targeted manner.

Based on numerous interviews with experts from politics, administration, and the private sector, the researchers defined six areas to be addressed to succesfully implement digital projects in the public sector: Prior to the project, a clear checklist with information about the project related success factors is important. Second, cross-project coordination is crucial. What is more, financing as well as procurement and partnerships are to be considered. Last, innovative ways of collaborating, and data based success measurements are mission-critical.
