
About the Certificate
The Advanced Certificate in Public Management offered by the Hertie School allows mid-career civil servants to expand their knowledge on current practices in public administration and management. Through modules on innovation, digitalisation and policy-making, parti-cipants will be prepared for the challenges of modern governance. A renowned internatio-nal faculty and experienced practitioners make the Advanced Certificate programme a unique forum for learning and professional exchange.
16 ECTS (credit points) are earned upon completion of the Certificate programme, which may count towards the 60 ECTS points required to complete the Executive Master of Public Administration (EMPA) should participants choose to continue the degree at the Hertie School in Berlin (28 ECTS for seven remaining courses in Berlin, 16 ECTS for master’s thesis – see below).
The Advanced Certificate programme can be offered at any location abroad, starting in academic year 2020/2021. We would be looking at 25+ participants to join the programme. Their selection would be undertaken by the Hertie School in cooperation with a third party funder.
Modules
The Advanced Certificate programme consists of six modules with a total of 16 teaching days. The modules can be scheduled within three consecutive weeks in 2020/21. Alternative-ly, the three weeks can be delivered within a given six months in 2020/21.
The modules are replaceable with other courses of the Hertie School’s EMPA programme and can therefore be thematically tailored to the interest of the group.
The module will discuss various concepts to shed light on organisational properties of bureaucracies shaping policy-making and the use of evidence.

The module includes conceptual models, self-assessment tools and simulation exercises to help you develop your own influence style and understand political dynamics as they unfold around you.

The moduleintroduces the key concepts, tools and promises of the new public sector innovation agenda and critically reviews its track-record in different policy and country contexts.

Drawing on their own experiences, participants will discuss the do's and don’ts of publishing pieces aimed at achieving impact. They will analyse the strengths and weaknesses of selected papers.

In this non-technical module, participants will develop understanding and knowledge of the fundamental principles of Artificial Intelligence, Machine Learning, and Data Science, drawing on the insights from their uses and applications.

Continuation towards Executive Master
Those participants wishing to pursue their Executive MPA will be able to join the cohort at the seven remaining modules that are, in part, be taught throughout consecutive weeks at the Hertie School in Berlin, thus minimising travel costs.
