Executive Training Programme on Public Sector Leadership

Public Sector Leadership and Innovation

Public sector leadership and innovation are pivotal for efficient governance and societal progress. Effective leaders set the course for improved public service delivery, cost-efficiency, and citizen engagement while innovation drives problem-solving, economic growth, national security, and sustainability. Public sector leaders play a vital role in adapting to evolving challenges and driving environmental sustainability as their actions promote transparency, inclusivity, and the well-being of citizens, contributing to a prosperous and secure future for a nation.

Format, Delivery and Objectives

The primary goal of the executive program was to equip participants with the necessary tools and insights to become effective leaders in the public sector. Through a comprehensive curriculum and interactive learning experiences, participants were expected to develop knowledge, skills, and perspectives required to drive positive change in their respective roles, ultimately contributing to the advancement of governance and leadership in the Philippines.

The training program employed a dynamic mix of learning methods to ensure a comprehensive and impactful experience for participants, focusing on evidence-based policymaking, legislation, and leadership to achieve the following objectives:  

  1. Provide participants with a comprehensive learning opportunity in evidence-based policy making, legislation, and leadership, with a particular focus on comparative analysis;
  2. Offer exposure to global governance trends and practical experience in public sector leadership and innovation, including insights into parliamentary best practices;
  3. Provide a platform for participants to analyze and compare legislative processes in the Philippines and Germany, thereby enhancing their understanding of public sector leadership; and,
  4. Encourage participants to critically evaluate German public sector and legislative approaches, engaging in meaningful debates regarding their applicability in the Philippines.

A Tailored Learning Experience

In addition to workshops and training sessions in the classroom, the participants were also able to continue their learning and networking outside of the classroom. Throughout the programme they participated in numerous site visits to the German Bundestag, the Germany Ministry of Finance, and the Bundesrat, where they were able to learn more about the German political system and legislation and were able to engage in discussions with officials.
