Emmely Ahlmeyer holds a Bachelor of Arts in Public Administration and European Business from the City University of Applied Sciences in Bremen and BI Norwegian Business School in Oslo, during which time she focused on public management and Law. Before joining the Hertie School, she analysed access regulation in the European Economic Area for the German-Swiss Chamber of Commerce and did the scientific editing for a publication series on public sector transformation in Germany with the Zentrum für Public Management (zep). During her Master of Public Policy, Emmely specialised in management and organisation with a focus on digital regulation and public sector governance. Alongside her studies, she worked for Deutsche Bahn consulting subsidiaries on organisational transformation and digitalisation and volunteered as a German tutor for refugees.
