Luis Paningbatan holds a Bachelor of Arts in European Studies from the Ateneo de Manila University, where he graduated with honorable mention and majored in international relations. Prior to coming to the Hertie School, he worked on the presidential management staff for the Office of the President during the term of Benigno Aquino III, Former President of the Philippines, as a Presidential Staff Officer. He was responsible for preparing the president’s briefing materials and for providing technical and staff support to the president during his meetings and engagements. He also completed an internship at the Office of Senator Francis Pangilinan during the course of his bachelor’s degree. At the Hertie School, he joined the Master of Public Policy programme, where he focused on crime and social policies and quantitative methods.
