Teresa Barroso has worked for the Brazilian government as a tenured civil servant since 2007. During the course of her career, she has acted as assistant to the Minister of National Integration (2007-09) and adviser to the Minister of Human Rights (2009-10), to the President of the Republic (2011-16) and to the Deputy Minister of Social Development (2016-17). She holds a Bachelor of Arts in Political Science from the University of Brasilia and a Master of Public Policy from the Hertie School. She is currently working as an Analyst of Social Policies at the Brazilian Ministry of Citizenship. Her areas of expertise include international human rights protection, policy transfer, information management and monitoring of public policies.
