Technological growth and our reliance on technology has increased drastically in the last couple of years. The field tech policy, therefore, is now more relevant than ever before.
Our speaker for the event, Paul Fehlinger is an international tech policy expert and innovation ecosystem builder. He is the co-Founder of the Internet & Jurisdiction Policy Network, a global multistakeholder organisation engaging over 400 key entities in 70+ countries spanning governments, the world’s largest tech companies, international organisations, major civil society groups and top universities that he co-led from 2012-22. He is currently also a Senior Fellow at the Hertie School Centre for Digital Governance.
This event is open to all Hertie School students and will be moderated by Paulina Behluli, 2nd year MPP student at the Hertie School and member of the Student Advisory Board of the Centre for Digital Governance.

Paul Fehlinger is a Senior Fellow at the Centre for Digital Governance and Co-founder of the Internet & Jurisdiction Policy Network. He is a frequent moderator or speaker in processes around the world, including in the past at the United Nations, OECD, EU, the G7 process, and the WTO. He has been appointed to advisory and expert groups by the Global Commission on Internet Governance, the Council of Europe, the Freedom Online Coalition and the World Economic Forum.
Paulina Behluli is a second-year Master of Public Policy candidate at the Hertie School and an active member of the Student Advisory Board of the Centre for Digital Governance. She recently joined the Berlin Innovation Agency (BIA) as a B2B & Communications Intern where she is engaged in the Smart City Hub Activities, among other research and logistics activities she performs there. She has 3+ years of experience as a project manager at Open Data Kosovo - a Forbes 30 under 30 listed organization in Kosovo, in coordinating state-level projects with the Kosovo Parliament and the Office of the Prime Minister.
