This panel discussion aims to explore the progress, challenges, and future directions of international climate cooperation and specifically Sino-German climate cooperation in the run-up to COP 29. It will provide a platform for sharing experiences, evaluating past initiatives, and identifying opportunities for enhanced collaboration in addressing global climate change. The discussion will focus on the work of the Sino-German Track-2-Dialogue on Climate Change and Sustainable Development that has been initiated in 2020.

Thurid Hustedt
Thurid Hustedt is Dean of Graduate Programmes and Professor of Public Administration and Management at the Hertie School. Her research focuses on public sector change dynamics, political-administrative relations and comparative public administration. Hustedt is the Managing Editor of the peer-reviewed journal dms – der moderne Staat (with Sylvia Veit). Previously, she was a visiting professor at the Freie Universität Berlin and a post-doctoral researcher at the University of Potsdam. She was a visiting researcher at the University of Bergen and the University of Toronto. Hustedt holds a PhD and a Diploma in Public Administration from Potsdam University.
Jennifer Morgan
Jennifer Morgan has been State Secretary and Special Representative for International Climate Policy at the Federal Foreign Office since March 16, 2022. She served as the Executive Director of Greenpeace International (GPI) in Amsterdam from 2016 to 2022 and a member of the Scientific Advisory Board of the Potsdam Institute for Climate Impact Research (PIK) from 2010 to 2017. Morgan is a renowned environmentalist and climate advocate with a diverse career spanning several key organizations. She studied Political Science at Indiana University, Bloomington, and International Relations at the School of International Service, The American University, Washington, D.C.
Xu Huaqing
Xu Huaqing graduated from Harbin Institute of Technology and Tsinghua University, majoring in thermal and environmental engineering. He started his career in 1988, with research areas in energy, environment and climate change policy. From 2003 to 2011, he was a researcher at the Energy Research Institute of the National Development and Reform Commission (NDRC), Director of the Energy Environment and Climate Change Research Centre and Assistant to the Director. From December 2011 to January 2018, he was deputy director of the National Center for Climate Change Strategy and International Cooperation (NCSC), and director of the NCSC from 2018 to 2024.
Zhang Yousheng
Zhang Yousheng, Deputy Director General of Energy Research Institute, National Development & Reform Commission (ERI). Graduated from and started in scientific research and teaching in China University of Mining and Technology (CUMT) from 1989, then joined the Postdoctoral Research Centre of the China Petroleum University (CPU) in1999. From 2001, Dr. Zhang worked for ERI, with the major research area in energy economy, energy strategic & planning, energy policy and etc. During 2006-2008, Dr. Zhang serviced in Office of National Energy Leading Group and engaged in the research of national energy strategy. Besides, he also has led or participated in more than 100 researches regarding national and regional energy strategic planning and polices, and accomplished more than 50 national and ministerial projects. After years, Dr. Zhang cumulated 15 Science and Technology Progress Awards at provincial-ministerial level and Academy of Macroeconomic Research, published 40 academic thesis, and jointly-published 6 academic monographs. Recent years, Dr. Zhang mainly focused on policy researches related with energy security, total energy consumption control, energy transition and revolution, and the energy structural reform in both supply and demand side.
Christian Flachsland
Christian Flachsland is Professor of Climate Policy at the Hertie School and Director of the School's Centre for Sustainability. He is also a Research Fellow at the Mercator Research Institute on Global Commons and Climate Change (MCC). His research focuses on the design, governance and politics of climate, energy and sustainability policy. He publishes in Science, Nature Climate Change, and leading journals on climate policy and climate politics. Flachsland co-coordinates the research on Governance in the Kopernikus-Ariadne project, a major research consortium assessing climate policy options for Germany and Europe, funded by the German Federal Ministry of Education and Research (BMBF).
Susanne Dröge
Susanne Dröge has been Head of the Climate Protection and Energy Department at the German Environment Agency since 2022. She is an economist and has many years of experience in climate policy research and policy advice. Susanne Dröge has researched and published at the German Institute for International and Security Affairs (SWP) on international climate negotiations, the links between the foreign trade and climate regimes and the foreign policy implications of climate risks. She has also worked as a researcher at the German Institute for Economic Research and as a lecturer. She advises the German government, the Bundestag, the EU and other international organizations and is a member of various climate policy networks and scientific advisory boards. Susanne Dröge is a member of the Presidium of the German Protestant Church Congress.
