Prof. Jeffry Frieden (Harvard University), Prof. Dr. Kai Konrad (Max Planck Institute for Tax Law and Public Finance) and Prof. Jacques Mistral (French Institute for International Relations) launched the dialogue during a Public Opening Session on 3 February 2011.
