Tom Arend is a PhD candidate in the research training group "The dynamics of demography, democratic processes and public policy" (DYNAMICS), which is jointly organised by the Hertie School and the Department of Social Sciences at Humboldt-Universität zu Berlin and which has been running since September 2019. He obtained his Bachelor of Arts from the University of Lancaster and his Master's degree at Sciences Po Paris, where he focused on comparative politics and public policy. He is interested in questions of accountability and representation in Western democracies. More concretely, he uses quantitative methods to study how governments in Western democracies respond to their citizens' policy preferences and how growing economic inequalities might impact this process.
