Who can apply?
To qualify for this certificate programme candidates have to meet the following criteria:
- They are professionals at a middle or senior stage of their careers currently working in human resource departments in Brazilian state or regional administrations, line ministries, in parliament or at other state or public institutions
- They have preferably five years of work experience in the public sector
- They have completed a bachelors's degree – a master's degree or post-grad specialisation are desirable
- They are a national of the Federative Republic of Brazil.

After creating an account, please select "Executive Programmes" from the drop-down menu, then click on "Online Certificate in Strategic Human Resources Management" and complete the application form.
The closing date for applications is Sunday, 27 November 2022 (23:59 CET).
During the application process, you will be asked to upload the following:
- Your CV (English or Portuguese, in PDF format).
- A letter of motivation (English or Portuguese, in PDF format, max. one page)
Applications without a resume or motivation letter will not be taken into consideration.
On the first day participants will discuss the key principles, functions and features of HRM in the public sector; people management as a shared responsibility of HR departments and line managers; as well as international challenges and trends of HRM.
On the second day participants will engage with different models of managing diversity in the workforce, the role of demographic shifts and the new challenges brought by digital governance in the public administration.
Through practical exercises, participants will learn about leadership training. In addition, the three core leadership theories (trait, behavioural and situational theories) will be discussed.
What do governments regard as key future competencies for its employees and how can they be built up in a strategic form? The session will look at government approaches to develop competency frameworks as a strategic orientation and the necessary measures to build up these competencies and integrate the competencies into all functions of HRM. Afterwards, the challenge of digital transformation, work 4.0 and agile working will be discussed.
Resilience is the buzzword of recent times, even more so in times of the pandemic. But what exactly can we do to strengthen resilience within our institution? After an open plenary discussion, participants will close the session by formulating 3 key takeaways for their respective specific work environment.
