We recommend participation in this one-day course for students from outside Germany or with little previous knowledge of the German federal system.
The course offers insights into the basic features of the German political and administrative system. It also provides an overview of how parliamentarism and federalism have shaped Germany’s politics. In particular, it will highlight the role of the federal parliament (Bundestag and Bundesrat), the structure of the federal government as well as the basic characteristics of the German civil service. At the same time, there will be time to address participants’ questions about current affairs, from the meaning of the much-heralded “Zeitenwende” to Germany’s role in a Europe (still) in crisis.
The overall aim is to inform students about the system’s major institutional foundations to better understand day-to-day policymaking processes in Germany. Participants will gain a qualification to attend future Executive MPA classes, which require a deeper understanding of and knowledge about the basic features of the German political system.
