Governance and decision-making in and between public institutions

The course conveys an understanding of public organisations and organisational networks. It makes students acquainted with new and perhaps unfamiliar ways of looking into and understanding the "black box" of public organisations. The course gives an overview of the most important and significant concepts developed in the empirical study of organisations, institutions and decision making. Organisations and institutions are thus looked upon both from an instrumental, but also from a cultural and myth perspective, and decision making covers not only rational assumptions, but also empirical concepts like incrementalism and garbage can models. Participants will be asked to develop short case studies from their own experiences illustrating or criticizing these concepts.

This course conveys key concepts of governance and decision-making in public organisations and enables students to reflect whether and how these concepts represent adequate descriptions and explanations of their own experiences (analytical relevance), and whether and how they offer useful practical advice (normative relevance). The overall aim is to offer a realistic, i.e. neither naïve nor cynical appraisal of public organisations and their need and possibility for change.
