This seminar provides an introduction to the scope, key concepts and current challenges to people management in a public sector context. It provides an understanding of human resource management (HRM) from a social skills perspective, with a specific focus on current efforts to modernise HRM and make government work more attractive.

Participants learn to understand human resource management policies and techniques and how they are related to organisational performance. The course gives a systematic overview of key HR functions and issues such as job analysis, job profiles, recruitment and selection, motivation, performance appraisals as well as training and development. Specific techniques with regard to HR planning, talent management, recruitment and performance appraisal will be discussed from an applied perspective and from different viewpoints, in order to develop a better understanding of how to implement them successfully in the public sector.

Upon completing the course, participants are able to understand the strengths and weaknesses of an organisation’s people management policies and practices, and to develop specific recommendations for moving the organisation towards more effective human resource management.
