Executive Master of Public Administration

The Executive MPA is designed for leaders who want to acquire the knowledge and tools needed to address the challenges of modern governance. The programme provides participants with a solid foundation in principles of governance, public policy and management, empowering them to lead teams and organisations, shape decision-making and manage change in the workplace. Participants choose one of three areas of concentration, which cover subjects with ever-increasing relevance for managers, decision-makers and leaders working in the public sector, business and civil society:

  • Leading innovation and managing change
  • Digitalisation and big data
  • Global governance frontiers

The programme accommodates the busy schedules of working professionals and can be studied full-time in one year or part-time in 2-4 years. The curriculum's modular format allows participants to design their studies according to their individual interests and timetables.


A core set of modern theories of governance and management combined with a broad choice of practice-oriented electives on the challenges and complexities of modern policy-making represent the foundation of the Executive MPA programme. In addition, participants complete skills trainings for personal and professional development.

Applicants must meet the following requirements:

  • a higher education degree in any discipline
  • at least two years of relevant work experience (the average is ten years)
  • proficiency in English

Application deadlines:

  • Start of application period: 1 January
  • Priority deadline: 1 July (to be considered for the Hertie School’s scholarship programmes)
  • Final deadline: 15 August

The programme starts in early September.

Applications are reviewed on a rolling basis. The selection committee may decide to invite preselected candidates to a phone or Skype interview. Early application is strongly encouraged.
