Luciana Cingolani is Assistant Professor of Public Administration at the . Her research interests lie at the intersection between public management and technology, with a focus on administrative capacity building, transparency and accountability, and the role of eServices and Open Data. Luciana has advised and implemented several projects related to the development of analytical tools for institutional assessment and policy analysis. She contributed to the Institutional Profiles Database used by the French Development Agency, the Horizon2020 ‘Digiwhist’ and OpenTender projects on producing Big and Open Data to enhance public procurement transparency in Europe, and the creation of an empirical framework for the OECD-Sigma project. Luciana has also been a consultant for the United Nations Development Programme, and a number of private consultancy firms in London dealing with Political Risk Analysis. She first obtained a joint PhD from Maastricht University and UNU-MERIT in the Netherlands and a Master of Public Policy at San Andrés University in Argentina.
